Water Use Efficiency Policies

In consideration of the District’s scarce water supplies and recurring drought conditions, the District Board of Directors adopted permanent water conservation policies 2003. Under District Ordinance 69, the following water conservation rules apply to all residents and businesses at all times:

Irrigation Season: May 1st through October 15th only. Penalties may be imposed for irrigating during the non-season.

During the irrigation season, the following policies are enforced:

  • Irrigation is only allowed on Monday, Wednesday and Friday.
  • Do not irrigate landscape between 8:00 a.m. and 6:00 p.m. (Irrigation allowed from 12:01 am to 8 a.m. and from 6 p.m. to midnight on approved days).
  • Do not allow water to run off onto other properties or the street.
  • Irrigation is not allowed outside the boundaries of your parcel.
  • Irrigation should only provide sufficient water to maintain minimal landscaping needs.
  • Repair leaks or out of adjustment sprinkler heads in your irrigation system immediately.

Year round water use efficiency policies are enforced as follows:

  • Repair leaks in plumbing or your water distribution system immediately.
  • Do not wash down sidewalks, driveways, parking lots, etc. Use a broom.
  • Wash cars with a bucket and only rinse with a hose that has a shutoff nozzle.
  • Restaurants may not serve water to customers unless requested.
  • No new lawn/turf grass is permitted at this time per Ordinance 69 landscaping restrictions.

As a member of the California Urban Water Conservation Council, the District follows the Council’s Best Management Practices (BMPs) as part of its conservation program. The BMPs are as follows:

BMP 1: Residential Water Surveys – Indoor and outdoor audits of residential water use and distribution of water-saving devices.

BMP 2: Residential Plumbing Retrofits – Distribution or installation of water saving devices in pre-1992 residences.

BMP 3: System Water Audits – Unaccounted-for water calculated annually, and distribution system audits as required.

BMP 4: Metering with Commodity Rates – Metering of consumption and billing by volume.

BMP 5: Large-Landscape Conservation – ET-based water budgets for large landscape irrigators.

BMP 6: High-Efficiency Clothes Washers – Rebates for efficient washing machines.

BMP 7: Public Information – Public information to promote water conservation.

BMP 8: School Education – Provision of educational materials and services to schools.

BMP 9: Industrial, Commercial, and Institutional Conservation – Programs to increase water use efficiency in ICI sectors.

BMP 10: Wholesale Agency Assistance – Support by wholesalers for conservation programs of retail water suppliers.

BMP 11: Conservation Pricing – Uniform or increasing block rate structure, volume-related sewer charges, and service cost recovery.

BMP 12: Conservation Coordinator – Designation of staff coordinator of agency conservation programs.

BMP 13: Water Waste Prohibition – Enforced prohibition of wasteful use of water.

BMP 14: Residential ULFT Replacement – Programs promoting replacement of high-water-using toilets with ultra-low-flow toilets.
